The West Virginia rule is one sentence long and it catches a lot of people: “All licenses expire on June 30 regardless of the date the license was issued.” Get licensed in May and you renew six weeks later, at the full annual fee, because the rule also says fees are not prorated.

Seven hours a year, and three of them are broker-level

Every active licensee owes 7 hours of continuing professional education for each fiscal year, where an hour is 50 minutes of instruction. That is the whole requirement for a salesperson.

Brokers and associate brokers carry a split inside it. Since fiscal year 2024, three of their seven hours have to come from the Commission’s broker-level curriculum, leaving four to choose freely.

Two timing rules do more damage than the hour count:

  • Hours count in the year before the renewal. The Commission’s guidance is specific: courses “must be taken during the fiscal year preceding the fiscal year for which the licensee is applying for license renewal.” Coursework taken after July 1 belongs to next year’s renewal, not the one you are filing now.
  • You cannot repeat last year’s courses. The rule says the courses used for the current requirement “shall not be the same as courses taken for the previous license renewal.” With only seven hours a year, that means finding genuinely new material every single year.

The late fee is a staircase, and December 31 is a cliff

Miss June 30 and the license is expired. West Virginia then charges an escalating late fee on top of the renewal fee, in two-month steps:

That last row is not a bigger penalty. The rule says a license not renewed on or before December 31 “shall be cancelled and the licensee shall be required to comply with all the requirements for obtaining a new license, including the examination requirement.” Six months late costs $100. Six months and one day costs the licensing exam.

Working during the gap is its own problem, and it does not stay the agent’s problem. The rule puts brokers who accept the services of a licensee whose license is expired in the same disciplinary sentence as the licensee.

Three exemptions, one of them from 1969

West Virginia excuses three groups from the seven hours:

  1. Inactive licensees. No CE while inactive. The trade is that an inactive license still has to be renewed and paid for every year or it gets cancelled, and going back to active means furnishing the education that would have been required at the time the license was renewed.
  2. Recent examinees. A licensee who qualified by passing both the national and state exams is exempt for their first renewal, provided they renew on or before the June 30 of that fiscal year.
  3. Anyone who held a license on July 1, 1969 and has renewed continuously since. The statute has carried this grandfather clause for more than half a century, and it applies to a small and shrinking group who have never taken a required hour.

Non-residents get an accommodation rather than an exemption: they owe the requirement, but if their home jurisdiction has a comparable rule and recognizes West Virginia credits in return, the Commission accepts hours earned there.

Hours from other state agencies count automatically

One provision worth knowing before you buy a course. The statute recognizes as pre-approved any real estate-related continuing education offered or approved by the real estate appraiser licensing and certification board, the Division of Highways, the West Virginia State Bar, or another agency of the state. An agent who also appraises, or who attends a Bar-approved real estate program, may already hold hours that count.

Everything else needs approval in advance, and the approval is layered: the provider, the instructor and the course each have to be approved by the Commission before the course can even be advertised. Distance education counts only if approved in advance.

Compliance is tracked in CE Broker, the Commission’s official system, and every licensee gets a free basic account. The rule also makes the responsible broker a checkpoint: it is the broker’s job to confirm that supervised licensees have completed the hours before their renewal applications go in.

What it costs

A salesperson renews for $75 a year. A broker or associate broker pays $150, and so does a branch office. Add $35 if you renew on paper once online renewal is available, and remember that nothing here is refundable or prorated.

How this compares

Seven hours a year is the lightest annual load in this matrix, under North Carolina’s 8 a year and well under Ohio’s 30 over three or Indiana’s 36 over three. The $75 annual fee reads cheap next to Washington’s $233, but it lands every year, so a West Virginia salesperson pays $150 across two years where Wisconsin charges $75 and Virginia charges $100 for the same span. The distinctive part is the shape of the deadline. Most states give a lapsed licensee a year or more to come back. West Virginia gives six months, prices each two-month slice separately, and then sends you back to the exam room.
